A bankrupt US ,appears to have little gold left , in spite of loot around the world and refusal to return others yellow metal , to back its worthless dollar .So it has been creating chaos in Greater Middle East, North Africa and now Ukraine. By now it is clear, that Obama and other Western leaders with their media whores were wrongly accusing Moscow and playing over the dead bodies of 300 passengers of the MH 17.But this is nothing new for the Americans since the emergence of this uncivilized state with its genocide of Native Americans, barbarous treatment of Afro-Americans and since WWII destroying the world like a rogue elephant.

 

US Empire historian, William Blum noted that since the end of World War II, USA has:

 

Attempted to overthrow more than 50 foreign governments, most of which were democratically-elected. 

Dropped bombs on the people of more than 30 countries.

Attempted to assassinate more than 50 foreign leaders.

* Attempted to suppress a populist or nationalist movement in 20 countries. 

* Grossly interfered in democratic elections in at least 30 countries, according to Chapter 18 of his book Rogue State: a Guide to the World's Only Superpower.

US by far, is seen by the people of the world as "the greatest threat to peace in the world today" 

 

Perhaps, now the time has come that the world should prepare for the catastrophic collapse of the US dollar as the reserve currency with universal ramifications. So US want a war in Ukraine.

After Syria last year, Washington is now itching for a war over Ukraine

The people around the world including of USA, UK and others forced their sold out parliamentarians to stop a war when they knew the truth last year when Washington attempted to start World War III by bombing Syria on as usual white lies that Damascus had attacked its own citizens with poisonous gas causing hundreds to die.

These Obama regime lies were quickly exposed by independent news sources, most importantly the highly esteemed Pulitzer Prize winning American writer Seymour Hersh, who just prior to this planned war wrote:

"British intelligence had obtained a sample of the sarin used in the 21 August attack and analysis demonstrated that the gas used didn't match the batches known to exist in the Syrian army's chemical weapons arsenal. The message that the case against Syria wouldn't hold up was quickly relayed to the US Joint Chiefs of Staff. The British report heightened doubts inside the Pentagon; the joint chiefs were already preparing to warn Obama that his plans for a far-reaching bomb and missile attack on Syria's infrastructure could lead to a wider war in the Middle East."

But not one single corporate US or British media outlet reported Seymour Hersh's critically important article telling the truth about what happened. I had covered the Western lies and the truth in many articles and blogs

Now the Western war mongers are at again…and the stakes are even higher!

The Obama regime's "story" this time is that Russia is responsible for the downing of Malaysian Airlines flight 17 over Ukraine.  Of course, and just like Syria, there is no proof or evidence being offered, in fact, even though Russia has turned over enough intelligence to prove that the Ukrainian government (along with the CIA) was responsible…not one single corporate  US or British news outlet will report on it.

It is important to remember what this planned war the Obama regime and its allies want…and most simply put…the total destruction of Russia. As to why these Western forces want to destroy Russia, it's most simplistic explanation is that with Moscow rapidly moving away from the US Dollar, if it should succeed the entire fantasy known as the Western global economic system would collapse.

To how soon this war will start can be seen in the propaganda flowing from the Obama regime and its supporters…they want it NOW!

Brasstacks Exercise

It is somewhat like the Indian Brasstacks military exercise in mid-1980s by an irresponsible defence minister of state and equally loose cannon Army chief, which brought India and Pakistan close to a fully fledged war.

 

Brasstacks was no military exercise. It was a plan to build up a situation for a fourth war with Pakistan. And, what is even more shocking is that the Prime Minister, Mr. Rajiv Gandhi, was not aware of these plans.

It is theorized by author Robert Art and others that the Brasstacks crises has been that it was an accidental crises, caused by Pakistan's misinterpretation inadvertently provocative Indian Army's exercise, and then move to a large scale war with Pakistan. General Sunderji's strategy was to provoke Pakistan's response and this would provide India with an excuse to implement existing contingency plans to go on to offensive against Pakistan and take out its atomic bomb projects in a preventive strikes.

But US led western war mongers will bring about an Armageddon and a post Nuclear Night. While the crisis over Syria in 2013 was over Russian use of Syrian port for Russian naval fleet, the collection of NATO war machine and blatant exercises in Ukraine and Baltic states would endanger Russian security to the core, with little time for Moscow to retaliate.

Putin Issues Feared "Dead Hand" Order as Global War Nears

A grim report issued by The Strategic Missile Forces (SMF), which is the main component of Russia's Strategic Nuclear Forces (SNF), states that President Putin earlier today issued a feared "Dead Hand" order not used since26 September 1983 when the nuclear early warning system of the Soviet Union twice reported the launch of American Minuteman intercontinental ballistic missiles (ICBMs) from bases in the United States.

The issuance of the 1983 "Dead Hand" order, this report says, was in response to a five-day North Atlantic Treaty Organization (NATO) command post exercise called Able Archer 83 that Soviet military officials feared was a "ruse to war".

A "Dead Hand" order, it should be remembered, is a Cold-War-era nuclear-control system developed by the Soviet Union and remains in use today and is controlled from the massive and highly secretive underground military city at Mount Yamantau located in the Republic of Bashkortostan

"Dead Hand" is an example of fail-deadly deterrence as it can automatically trigger the launch of the Russian intercontinental ballistic missiles (ICBMs) if a nuclear strike is detected by seismic, light, radioactivity and overpressure sensors. By most accounts, it is normally switched off and is supposed to be activated during dangerous crises only; however, it is said to remain fully functional and able to serve its purpose whenever needed, such as today.

To Putin's ordering the "Dead Hand" protocols today, this report continues, is in "direct response" to President Obama's plan to send US military forces into Ukraine, a hostile war move Deputy Foreign Minister Vladimir Titov warned last month would lead to an immediate Russian response by his stating:

"We cannot see such a build-up of the alliance's [NATO's] military power near the border with Russia as anything else but a demonstration of hostile intentions. It would be hard to see additional deployment of substantial NATO military forces in central-eastern Europe, even if on a rotational basis, as anything else but a direct violation of provisions of the 1997 Founding Act on relations between Russia and NATO. We will be forced to undertake all necessary political and military measures to reliably safeguard our security."

Critical to note about Putin's issuing a "Dead Hand" order today was that nearly immediately after it had been issued, Vladislav Surkov, one of the most powerful men in the Kremlin, and the Russian leaders top aide, in essence, confirmed its existence when during a private interview with the Financial Times News Service on the sham US$50 billion ruling against Russia in a European arbitration proceeding (called The Fine That Rang Out Across The World) relating to the Yukos case stated why the Kremlin wasn't responding by simply stating:"There is a war coming in Europe.  Do you really think these matters?"

While the barrage of trade sanctions Washington and its allies have imposed on Russia is in fact an act of economic warfare, and which they had likewise imposed on Japan in 1941 that led Tokyo to attack the Western powers, Foreign Minister Sergei Lavrov has nevertheless stated that Russia will not respond in kind by stating: "We cannot ignore it. But to fall into hysterics and respond to a blow with a blow is not worthy of a major country."

And with the US War Party's desire to punish Putin for pushing back against American interventionism in Syria, Iran, Iraq, and elsewhere in the Middle East, which has left these nations devastated…in just 800 words, even the American old-guard Cold War warrior Pat Buchanan exposes the sheer juvenile delinquency embodied in Washington's current Ukrainian fiasco.

He accomplishes this by reminding us of the sober restraint that governed the actions of American Presidents from FDR to Eisenhower, Reagan and Bush I with respect to Eastern Europe during far more perilous times and by stating of today's events:

"What has Putin done to rival the forced famine in Ukraine that starved to death millions, the slaughter of the Hungarian rebels or the Warsaw Pact's crushing of Czechoslovakia?

In Ukraine, Putin responded to a U.S.-backed coup, which ousted a democratically elected political ally of Russia, with a bloodless seizure of the pro-Russian Crimea where Moscow has berthed its Black Sea fleet since the 18th century. This is routine Big Power geopolitics.

And though Putin put an army on Ukraine's border, he did not order it to invade or occupy Luhansk or Donetsk. Does this really look like a drive to reassemble either the Russian Empire of the Romanovs or the Soviet Empire of Stalin that reached to the Elbe?

As for the downing of the Malaysian airliner, Putin did not order that. Sen. John Cornyn says U.S. intelligence has not yet provided any "smoking gun" that ties the missile-firing to Russia."

And with a source from one of the Ukrainian defense departments now stating that a "system mix up" during a Ukrainian air defense units' rocket launch exercise (and which we had previously reported on) could be the cause of the Malaysia Airlines Flight 17 crash in southeast Ukraine, the Obama regime backed Ukrainian military continues to wage war in this area in their bid to cover up the evidence to such an extent that Dutch Prime Minister Mark Rutte has called on them to halt hostilities

Not to be forgotten, it should be further noted, is that with nearly 500,000 Russian-speaking refugees having poured over Russia's borders fleeing from the Ukraine Civil War, the 13,000 troops of NATO's Response Force (NRF) would pose no obstacle to Russia's 845,000 active-duty troops. In fact, by one estimate, Russia's military could take over the Baltic states of Latvia, Lithuania and Estonia in an afternoon as sizeable portions of their populations are ethnic Russians to begin with.

As to the US military's 1.4 million active duty troops and 850,000 reservists, it can't just throw all of them at Russia — somebody has to maintain those 900 bases around the world in 130 nations, as well as defend the US homeland…a situation perhaps best summed up by Frederick the Great, the renowned Prussian warrior-king, who once warned: "He who tries to defend everything, defends nothing."

The contributors are many as actors in the American Tragedy, to cause the systemic breakdown failed state. Faulty monetary policy, economic policy, and political policy have caused the resulting failure. The primary perpetrators are the central bankers, led by Greenspan and Bernanke. These two men have done more to destroy the US Economy, the US financial structure, the US currency, than any two men of prominence. To be sure, the Bush, Clinton, and Rubin gang played a huge role in the collapse. Their supporting cast of destructive actors is very long, like the serial bank criminals residing on Wall Street. To be sure, the system itself has played a key role in the harmful factors. The two most apparent harmful resident factors are the strong US labor unions and the influential environmental movement, which together encouraged the vast outsourcing of US industry at first to the Pacific Rim, and then fanning across the developing world. Both workmen compensation and OSHEA regulations interfered with US cost settings, but not as much as USGovt corporate taxes. The textile industry went to India and Pakistan, even Bangladesh. Call centers went to India, Philippines, even Costa Rica. The culprits are too numerous to cite.

 

Corporations in general sought out any foreign nation with fewer rules, and weaker unions in which to conduct business at lower cost, with lower taxes and lower fences in regulatory oversight. In the last decade, the destruction of the US system, both financial and economic, has been in a greatly accelerated mode. 

 

Almost all actions by the USGovt to defend against defection and defiance have resulted in amplified reaction by the East in opposing the US Dollar system and all its many features, devices, weapons, and subterfuge. 

 

The motive for actions taken is clearly in defense of the King Dollar Regime. The responses taken are clearly to reinstate the Gold Trade Standard and no longer deal with a toxic US Dollar for trade and banking. The unintended consequences are uniform if not universal. The outcome will be to develop the Eastern Gold Trade Standard while the entire Western system crumbles, deteriorates, sinks, and implodes. Review a list of factors, events, and reactions, the common theme in unmistably fashion, is a tragedy extending from the original sin, breaking the Gold Standard. 

 

The United States has given the world two choices: war to defend the US Dollar, versus work with Eastern Alliance toward the Gold Standard.  

 

The nations of the world will choose commerce and trade eventually, and turn their backs on the United States. They will return to Gold. The BRICS nations will in the next several months possibly install a gold-backed currency for usage in the Eurasian Trade Zone and elsewhere. The threat of a Returned Gold Trade Standard is cause for war with the United States. Thus the series of wars, in hidden defense of the US Dollar, with distractions galore on declared reasons of thin type.

 

The BRICS Development Bank is a cover for a Gold Central Bank. The interference is universal by the USGovt and Wall Street bankers in control. They risk sinking the entire global economy in order to preserve power. Before they chose to prop insolvent banks, instead of liquidating them. Now they choose to wreck the global economy. They want global fascism, a veritable hell on earth.

 

UNINTENDED CONSEQUENCES

1. Abandon the Gold Standard; begin clean economy initiative driven by financial engineering. Goal was to prevent gold depletion, while creating a utopia pristine economy. The outcome was a gutted US Economy, stolen gold reserves, horrendous imbalances, and systemic failure.

 

- set nation on wrong course with fake money, debt saturation, counterfeit, capital ruin

- It took over a generation, but longest record for paper money currency was 33 years

- encouraged cabal to form deeper roots, undermine financial markets

- resulted in grotesque imbalances, lost manufacturing, reliance upon asset bubbles

- USGovt debt must be covered by caustic unsterilized hyper monetary inflation

- Final phase is defense of US Dollar with war, bank fraud, and hyper monetary inflation

- astonishing isolation is coming for the United States, as allies choose trade over war

 

2. Outsource industry starting in 1980 decade, using blinders on long-term effects. The gains were short-term while the damage is long-term. The outcome is a gutted US Economy, absent legitimate income sources, steady deterioration, and systemic failure.

 

- at micro level, objective was reduced costs (low cost solution)

- at macro level, result was added dependence on asset bubbles (series bubble & bust)

- Emerging Markets are responsible for 80% of savings and majority of industry

- Eastern nations will lead the eventual disposal of the King Dollar Regime

- USEconomy lacks the critical mass from which to benefit from the 0% stimulus

- the United States urgently requires a new chapter of re-industrialization

- US has run out of activated asset bubbles, housing last, stocks & bonds now

- USTreasury Bond market is largest asset bubble in history, signals US failed state

- USEconomy has indications of being a Ponzi Scheme or debt and QE abuse

 

3. Chinese lease of Gold to Wall Street permitted the continued fiat paper USDollar game, with additional underpinnings in collateral declarations. The game was kept going another decade. The outcome is a more devastating transfer of US assets, for banks and commercial buildings, even farm property. The United States is on the verge of losing its sovereignty and becoming a vassal state.

 

- gold lease was hidden part of the Most Favored Nation grant by Clinton-Rubin Admin

- gold lease was reneged upon, due in 2007 probably, an expected default on gold return

- the subprime loan crisis was probably triggered by the gold lease renege

- China dumped many $ billions of Fannie Mae bonds, starting the subprime fire

- gold lease had collateral derivative contract behind it, from Wall Street assets

- an IRS secure stream tax bond was very likely put in place, held by Chinese Govt

- the IRS derivative bond acted like a national aggregate mortgage, putting nation at risk

- Wall Street sold out the US population twice, once with MFN, twice with IRS bond

- speculation that IRS default entitled China to begin the collateral property seizures

- China took control of Wall Street properties such as One Chase Plaza (JPMorgan HQ)

- in all likelihood, China has a significant stake in the Federal Reserve ownership

- China is exercising its collateral seizure rights directly and indirectly

- China is fast converting its vast USTBond holdings into various commercial properties

- China is keeping the US propped up, so that it can convert its USTBond reserves

 

4. Quantitative Easing and rampant bond monetization, which also cover derivatives is the last act of desperation. Absent creditors put full reliance on hyper monetary inflation. Rather than stimulus, the outcome ruins the Body Economic by killing capital.

 

- QE forced higher cost structure across the entire global economy

- results in a propped USTreasury Bond market with no integrity, fully controlled

- direct bond monetization plus Interest Rate Swap derivatives keep the USTBond propped

- official debauchery of global currency reserve motivates all nations to depart USDollar

- motivates global initiative to develop and use an alternative to USD in trade and banking

- foreign financial entities respond by hedge against inflation, diversify out of USTBonds

- effects hard felt in food prices, initially for most vulnerable nations

- entire economies have higher cost structure, with immediate business income damage

- final demand prices rising, but kept subdued by business liquidations

- profit margins vanishing slowly but surely, including for gold & silver mining firms

- QE undermines value and integrity of USTreasury Bonds reserves held by nations

- nations have begun to diversify out of all FOREX reserves in sovereign bonds

- economic effect of wrecked capital causes a vicious cycle of economic destruction

- undermined value of bank reserves make a powerful motive to seek USDollar alternative

 

5. Ukraine War, Iran sanctions, with Syrian adventure and Cyprus actions all had hidden motives. The real factors indicate extreme USDollar weakness. The outcome is isolation for the United States, recognition of war to defend the USDollar, and lost allies. The East will band together to formulate a USDollar alternative, based in a Gold Trade Standard.

 

- Cyprus was attack to obstruct Russian conversion of USTBonds to Gold

- Russia put on notice, their bank function through the Cyprus window was interfered

- Russia motivated to work with China, in further motivation to form USDollar alternative

- entire EU and NATO put at risk, both alliances to break apart, and isolate United States

- European nations will soon choose commerce over endless war

- Iran sanctions developed immediate workarounds with intermediary parties

- India bought Iran oil, used Turkey as intermediary in gold provision, paid Iran in gold

- the Gold for Oil trade was developed as a working prototype, avoiding USD settlement

- Syrian action made clear to Europe that their energy supply is at risk

- USGovt did not wish for European nations to be supplied by Iran natural gas

- Ukraine forces European nations to cut off energy supply to support King Dollar Regime

- Germany and France are the key nations for defection, choosing commerce over war

- Germany is under the microscope right here, right now

- the United States is going to lose NATO Alliance after damage hits Europe

 

6. Post-Lehman lashing together of big Western banks was the defensive posture to prevent the weaker banks from faltering. The goal is short-term protection, while the long-term risk is systemic. The QE effect results in weaker economies, which assures the impact of bank failures. They have begun. The outcome is systemic failure of the big Western banks from contagion.

 

- all big Western banks are tied together, using derivatives

- each big bank has several derivative contracts with a bigger bank for safety measure

- lashing is shipping term, tying men with ropes around waist and ship masts during storms

- if any major banks fail, then risk of contagion is enormous and difficult to halt

- QE has many destinations, mortgage bonds obviously too, but also huge derivative supply

- QE is the biggest backdoor banker bailout in modern history, for Wall Street benefit

- harsh effect, QE undermines the economies which must keep the big banks afloat

- derivative costs to sustain payments has wrecked big bank liquidity

- the big Western banks have been insolvent since 2007

- system cannot manage all the risks, like to intermediaries and mid-sized banks

- watch Portugal's Banco Espirito Santo and several other banks in Europe

- widespread reports that US banks cannot handle transfers when cash is on back end

- massive illiquidity in US banks has finally hit

 

7. Refusal to Repatriate German gold was a crime out of the gate. The motive was to conceal the appropriation (re-hypothecation) of German official gold accounts. The Germans are on notice of gold thefts by their own allies. Germany will work with the Eastern superpowers to develop a USDollar alternative and a Gold Trade Standard.

- hastily produced wars like in Mali have been fashioned to compensate for gold delivery

- critics overlook that Germany has two camps (commercial versus bank/politics)

- Germany will play the losing US hand until population and business leaders call halt

- Merkel premature resignation is shrill signal of winds blowing East from Germany

 

8. NSA espionage has a false motive to protect from terrorism. The actual motive is to control communications, to monitor anti-USDollar activity, to follow Eurasian Trade Zone progress, and to steal corporate trade secrets. The outcome will be profound US isolation, if not quarantine.

9. Banker murders at middle level are hardly concealed anymore. They no longer appear as suicides. They have some common themes. The motive is to keep the rot concealed. The outcome is to reveal the pervasive widespread financial structure rot and systemic breakdown.

- hide JPMorgan's London Whale and $100 billion in Interest Rate Swap losses

- JPMorgan has biggest common thread in murders, both bankers and insurance heads

- London bankers and Swiss insurance executives have been murdered

- executives, directors, board members all protected at higher level

- lowest level workers know little, did little of systemic criminal nature

- midlevel bankers carried out projects with all the dirty details

- midlevel bankers know too much, like accounts, shell corporations, deals, funnels

- eventually formal investigations will come on patterned murders

It obviously came as something of a shock for representatives of Northern interests that any party should have the brass neck to place the interests of its constituents on the negotiating table.

After all, why should such banal issues as food security and poverty get in the way of a trade agenda heavily weighted in favour of the industrialised countries?

New Delhi was demanding nothing more than credible global trade rules to ensure that "development," including the challenges of poverty, in the countries of the South take precedence over the cut-throat mercantile business interests of the transnational corporations in the North

In fact, it was India's firm stand for permanent guarantees for public stockholding programmes for food security that turned this trade agenda upside down at the World Trade Organization (WTO) last week, putting paid to the adoption of the protocol of amendment for implementation of the contested TFA for the time being.

India and the United States failed Thursday at the WTO to reach agreement on construction of a legally binding decision on a "permanent peace clause" that would further strengthen what was decided for public distribution programmes for food security in developing countries at the ninth ministerial meeting in Bali, Indonesia, last year.

The Bali decision on food security was one of the nine non-binding best endeavour outcomes agreed by trade ministers on agriculture and development.

For industrialised and leading economic tigers in the developing world, the TFA – which would harmonise customs procedures in the developing world on a par with the industrialised countries – is a major mechanism for market access into the developing and poorest countries.

The failure to reach agreement came during a closed-door meeting between India and the United States organised by WTO Director-General Roberto Azevedo in an attempt to break the impasse between the world's two largest democracies.

New Delhi was demanding nothing more than credible global trade rules to ensure that "development," including the challenges of poverty, in the countries of the South take precedence over the cut-throat mercantile business interests of the transnational corporations in the North.

Trade diplomats from several developing and poorest countries in Africa, South America, and Asia say India's "uncompromising" stance will force countries of the North to return to the negotiating table to address the neglected issues in the Bali package concerning agriculture and development.

These issues are at the heart of unfinished business in the Doha Development Agenda (DDA) negotiations, the current round of trade negotiations aimed at further liberalising trade.

"It is important to keep the battle alive and India has ensured that the big boys cannot simply walk away with the trade facilitation agreement (TFA) without addressing the concerns on food security and other major issues," one African official said.

The industrialised countries and some rising economic tigers in the developing world are unhappy that they cannot now take home the TFA without addressing the problem raised by India and other developmental issues in the Doha Development Agenda negotiations.

Many developing and poor countries in Africa and elsewhere were opposed to the TFA but they were "arm-twisted" and "muzzled" by the leading super powers over the last three months. African countries, for example, were forced to change their stand after pressure from the United States, the European Union and other countries.

The TFA was sold on false promises that it would add anywhere up 1 trillion dollars to the world economy. During the Bali meeting last year, the Economist of London, for example, gave two different estimates – 64 billion dollars and 400 billion dollars – as gains from the TFA, while the International Chamber of Commerce gave an astronomical figure of 1 trillion dollars without any rational basis.

"Those predicted gains [from TFA] evaporate when one looks at the assumptions behind them, such as the assumption that all countries in the world would gain the same amount of income from a given increase in exports," said Timothy A. Wise and Jeronim Capaldo, two academics from the Global Environment and Development Institute at the U.S. Tufts University.

At one go, the TFA will provide market access for companies such as Apple, General Electric, Caterpillar, UPS, Pfizer, Samsung, Sony, Ericsson, e-Bay, Hyundai, Huawei and Lenova to multiply their exports to the poorest countries.

It would drive away scarce resources for addressing bread-and-butter issues in the poor countries and direct them towards creating costly trade-related infrastructure for the sake of exporters in the industrialised world.

Here are ten reasons why trade diplomats from the developing and poorest countries say India's stand will bolster their development agenda:

1.  India's stand on food security brings agriculture, particularly unfinished business in the DDA negotiations, back to centre-stage.

2.  The Doha trade negotiations were to have been concluded by 2005 but remain stalled because a major industrialised country put too many spanners in the negotiating wheel.

3.  Major industrialised countries have been cherry-picking issues from the DDA which are of interest to them while giving short shrift to core "developmental" issues.

4.  Issues agreed in the Doha negotiations, such as the "July package" agreed on August 1, 2004, the Hong Kong  Ministerial Declaration of December 2005 and the un-bracketed understandings of the December 2008 Fourth Revised Draft Modalities for Agriculture, have all been pushed to the back burner because one major country does not want to live up to them.

5.  The Fourth Revised Draft Modalities for Agriculture provided an explicit footnote to enable the developing countries to continue with their public stockholding programmes for food security. That footnote was the result of sustained negotiations and a compromise solution among key WTO members such as the United States, the European Union, India, Brazil, Australia and China, but the United States refused to accept the footnote because of opposition from its powerful farm lobbies.

6.  Trade-distorting practices in cotton which are harming producers in Benin, Burkina Faso, Mali and Chad are supposed to be addressed "ambitiously", "expeditiously" and "specifically" by the distorting countries in the North. But cotton is now being swept under carpet because a major industrialised country does not want to address the issue because of its farm programme.

7.  Trade facilitation was one of the Doha issues but not the main item of the agenda at all.  It was actually dropped from the Doha agenda in Cancun, Mexico, in 2003 and was brought back in 2004 due to pressure from the United States and the European Union. The core issues of the Doha agenda were agriculture, services and developmental flexibilities.

8.  A major industrialised country which pocketed several gains during the negotiations refuses to engage in "give-and-take" negotiations based on the above mandates and has turned the Doha Round upside down.

9.  Industrialised countries along with some developing countries have formed a coalition of countries willing to pursue what are called "plurilateral" negotiations, only to undermine the DDA negotiations which are multilateral and based on what is called a "single undertaking" (that is, nothing is agreed until everything is agreed). Currently, these countries are negotiating among themselves on services, expansion of information technology products and environmental goods even though these issues are being negotiated in the Doha Round.

10.  Delay in the adoption of protocol will pave way for a healthy debate to reinvigorate the multilateral trading system which is being undermined by those who created it in 1948. The developing and poor countries want credible and balanced multilateral trading rules to replace what was agreed over 25 years ago in order to continue their "developmental" programmes with a human face.

Herein lies the crux of the issue – are the major powers of the North prepared to go along with a global trading system that puts the interests of the majority of the world's people before their own interests?

To the social subsidy whiners, please check corporate write-offs column

July 2014 The TV anchor asked eagerly of Arun Jaitley whether he would take hard decisions or, in the case of a bad drought, revert to loan waivers and (obviously wasteful) subsidies. The finance minister replied that it depended on the situation as it unfolded but he hoped he wouldn't have to return to such steps. "We hope so too," said the anchor fervently. Which was cute, coming from someone pushing a wish list of the corporate world as hard-hitting journalism. A corporate world which has on average received Rs 7 crore every hour (or Rs 168 crore every day) in write-offs on just direct corporate income tax alone. And that for nine years running. (Longer, but we only have data for those nine years.)

And that's if we look only at corporate income tax. Cast your gaze across write-offs on customs and excise duties and the amount quadruples. The provisional figure written off for the corporate needy and the and the belly-aching better off is Rs 5,72,923 crore. Or Rs 5.32 lakh-crore if you leave out something like personal income tax, which covers a relatively wider group of people.

It's close to three times the amount said to have been lost in the 2G scam.  About four times what the oil marketing companies claim to have lost in so-called "under-recoveries" in 2012-13. Almost five times what this year's budget earmarks for the public distribution system. And over 15 times what's been allocated for the MNREGS. It's the biggest giveaway, an unending free lunch that's renewed every year. Gee, it's legal, too. It is government policy. It's in the Union Budget. And it is the largest conceivable transfer of wealth and resources to the wealthy and the corporate world that the media almost never look at.

It's tucked away at the very rear of the budget document. A seemingly innocuous annexure. It's title, though, is disarmingly honest. 'Statement of Revenue Foregone.' (see:http://indiabudget.nic.in/ub2014-15/statrevfor/annex12.pdf) There are those who point out that this should more correctly read 'forgone' and not 'foregone'. The former actually des­cribes the process of relinquishing or abstaining from something. In this case, from collecting taxes that are legitimately due. The  budget document says 'revenue foregone'. However, the write-offs are anything but semantic.

So it totalled Rs 5.32 lakh-crore in 2013-14. But budgets only started carrying that annexure a few years ago, and we only have the data from 2005-06 to 2013-14. In those nine years, the corporate karza maafi amounted to Rs 36.5 lakh-crore. That, in case you like the sound of the word, is Rs 36.5 trillion. (Okay, so for the record, these were all UPA years. But let's see next year if the NDA proves even slightly different).

For those stricken by number-crunchitis: that works out, on average, to Rs 1,110 crore every day—for nine years. That's one hell of a free lunch. Sure, there are elements that benefit wider groups. Like personal income tax concessions (which is why they're excluded from the calculations here across those nine years). But do look at some of the big items.

In more than one year since 2005-06, the item hogging the biggest write-offs in customs duty was 'gold, diamonds & jewellery'. Not quite the province of the aam aadmi or aam aurat. In 2013-14, the amount was Rs 48,635 crore. That was more than the amount written-off on machinery. Greater than what was written off on vegetables, fru­­its, cereals and vegetable oils. In  36 months between 2011-14, duty write-offs on gold, dia­­m­onds and jewellery totalled Rs 1.67 lakh crore.

Yet, the concern is over a one-time loan waiver to  millions and millions of farmers (which never touched the most needy of them). Or 'food subsidy' worth less than ten rupees a day per person below the poverty line in the hungriest nation on earth. Not over giveaways to the corporate world and the better off that cross 1,100 crore a day on average in nine years. There is hand-wringing over a rural employment guarantee programme that, at its very best, cannot  give Rs 15,000 in an entire year to a family of five. Not over corporate karza maafi that works out across those nine years to Rs 1.28 lakh per second.

We could have used that Rs 36.5 trillion a bit differently. You see, with that sum, you could:

Fund the Mahatma Gandhi National Rural Employment Guarantee Scheme for some 105 years, at present levels. That is a hell of a lot more than any agricultural labourer would expect to live. You could, in fact, run the MNREGS on that sum, across the working lives of two generations of such labourers. Current allocation for the scheme is around Rs 34,000 crore.

Fund PDS for 31 years (current allocation Rs 1,15,000 crore).

By the way, if these revenues had been realised, around 30 per cent of their value would have devolved to the states. So their fiscal health is affected by the Centre's massive corporate karza maafi. Even just the amount foregone in 2013-14 can fund the rural jobs scheme for three decades. Or the PDS for four-and-a-half years.

Here's a media full of market televangelists who preach every night about the need to trim subsidies. Why not start with those above? Well, because so many media outlets are part of corporations locked in the feeding frenzy at the subsidy trough. But to return briefly to the semantics of loot and grab (versus crumbs off the table). Give the poor and hungry assistance worth less than Rs 10 a day to help them have just a tad more food—that's a subsidy. Give trillions of rupees to the rich—that's an 'incentive' or at best a 'deduction'. Even the otherwise frank 'Statement of Revenue Foregone' titles many giveaways as  'incentive/deduction' or, at best 'concessions'.

It's not as if governments or officialdom are unaware of how regressive all this is. The 2009-10 budget said in so many words: "The amount of revenue foregone continues to inc­r­e­ase year after year. As a percentage of aggregate tax collection, revenue foregone remains high and shows an increasing trend as far as corporate income tax is considered for the fin­ancial year 2008-09. In case of indirect taxes, the trend shows a significant increase for the financial years 2009-10 due to a reduction in customs and excise duties. Therefore, to reverse this trend, an expansion in tax base is called for."

I wrote about this at the time. And the language and tone changed from the next year. No more calls for reversal. I won­der why? Yet, the budget still notes a rising trend in plu­tocrat plunder. Even this year, it notes: "The total revenue foregone from central taxes is showing an upward trend." Now remember, the same class of 'subsidy ben­eficiaries' loot public sector banks of countless thousands of crores. By the time this piece is out, the All-India Bank Employees Ass­o­ciation will have revealed the names of wan­ton defaulters who currently owe the banks tens of tho­u­sands of crores. These are names governments have ref­used to reveal even to Parliament on the plea of the RBI Act and banking secrecy.

Who says industry has been doing badly?  The amounts recorded as written-off in the Statement of Revenue Foregone for 2013-14 are 132 per cent higher than they were in 2005-06. (Even with the budget document gently, sometimes silently, clucking its tongue at the trend). Corporate karza maafi is a growth industry. And an efficient one.

Yesterday we reported that with the Russia-China axis firmly secured, the scramble was on to assure the alliance of that last, and critical, Eurasian powerhouse: India. It was here that Russia had taken the first symbolic step when earlier in the week its central bank announced it had started negotiations to use national currencies in settlements, a process which would culminate with the elimination of the US currency from bilateral settlements.

Russia was not the first nation to assess the key significance of India in concluding perhaps the most important geopolitical axis of the 21st century - we reported that Japan, scrambling to find a natural counterbalance to China with which its relations have regressed back to World War II levels, was also hot and heavy in courting India. "The Japanese are facing huge political problems in China," said Kondapalli in a phone interview. "So Japanese companies are now looking to shift to other countries.They're looking at India."

Of course, for India the problem with a Japanese alliance is that it would also by implication involve the US, the country which has become insolvent and demographically imploding Japan's backer of last and only resort, and thus burn its bridges with both Russia and China. A question emerged: would India embrace the US/Japan axis while foregoing its natural Developing Market, and BRICS, allies, Russia and China.

We now have a clear answer and it is a resounding no, because in what was the latest slap on the face of now crashing on all sides US global hegemony, earlier today India refused to sign a critical global trade dea. Specifically, India's unresolved demands led to the collapse of the first major global trade reform pact in two decades. WTO ministers had already agreed the global reform of customs procedures known as "trade facilitation" in Bali, Indonesia, last December, but were unable to overcome last minute Indian objections and get it into the WTO rule book by a July 31 deadline.

WTO Director-General Roberto Azevedo told trade diplomats in Geneva, just two hours before the final deadline for a deal lapsed at midnight that "we have not been able to find a solution that would allow us to bridge that gap."

Reuters reports that most diplomats had expected the pact to be rubber-stamped this week, marking a unique success in the WTO's 19-year history which, according to some estimates, would add $1 trillion and 21 million jobs to the world economy.

Turns out India was happy to disappoint the globalists: the diplomats were shocked when India unveiled its veto and the eleventh-hour failure drew strong criticism, as well as rumblings about the future of the organisation and the multilateral system it underpins.

"Australia is deeply disappointed that it has not been possible to meet the deadline. This failure is a great blow to the confidence revived in Bali that the WTO can deliver negotiated outcomes," Australian Trade Minister Andrew Robb said on Friday. "There are no winners from this outcome – least of all those in developing countries which would see the biggest gains."

Shockingly, and without any warning, India's stubborn refusal to comply with US demands, may have crushed the WTO as a conduit for international trade, and landed a knockout punch when it comes to future relentless globallization which as is well known over the past 50 or so years, has benefited the US first and foremost.

Broke, debt-monetizing Japan, which as noted previously, was eager to become BFFs with India was amazed by the rebuttal: "A Japanese official familiar with the situation said that while Tokyo reaffirmed its commitment to maintaining and strengthening the multilateral trade system, it was frustrated that such a small group of countries had stymied the overwhelming consensus. "The future of the Doha Round including the Bali package is unclear at this stage," he said."

Others went as far as suggesting the expulsion of India:

Some nations, including the United States, the European Union, Australia, Japan and Norway, have already discussed a plan to exclude India from the agreement and push ahead, officials involved in the talks said.

However, such a move would clearly be an indication that the great globalization experiment is coming to an end: "New Zealand Minister of Overseas Trade, Tim Groser, told Reuters there had been "too much drama" surrounding the negotiations and added that any talk of excluding India was "naive" and counterproductive. "India is the second biggest country by population, a vital part of the world economy and will become even more important. The idea of excluding India is ridiculous." ... "I don't want to be too critical of the Indians. And yes, the death of the WTO is already being casually tossed around as a distinct possibility:

Wrong signal for John Kerry perhaps, who is now beyond the world's "diplomatic" laughing stock and the man who together with Hillary Clinton (and the US president) has made a complete mockery of US global influence in the past 5 years. But just the right signal for China and of course, Russia.

Washington's Elegant Media Whore; Economist, London

 

Whore: (verb) To debase one by doing something for unworthy motives, typically to make money.
     -The New Oxford American Dictionary

 

A very distinguished Indian civil service administrator and diplomat, who was well versed about how Washington and London operate, remarked that it was enough to read Economist, London, which represented Washington's viewpoint in elegant English unlike crude US media. In fact, some people have claimed that the Economist is subsidized by various US front organisations, including perhaps CIA.

 

During my 35 years diplomatic career half as Head of Mission from 1960s to 1990s, according to seniors and others specially for a decade or so ,Economist and other British newspapers and magazines and US newspapers like New York Times and Washington Post were considered a must read for international affairs and events.

 

In mid-1970s when I was at National Defence College, New Delhi, a speaker who edited a left-wing weekly proclaimed that Europe was right for a revolution. Having just returned from a posting in Paris, I pointed out that as the media in western Europe had nothing much to write about, they were airing their whims and fancies in leftist media. Another speaker, a newspaper editor made doubtful claims about the wages of soldiers in British and French armies. When I asked him, he quoted an English newspaper.

 

After 15 years in diplomatic live many of us learn how to distinguish between propaganda and truth by exchanging views with diplomats and journalists from different regions and alliances .Around that time and even later ,in Delhi ,those who could get hold of The Newsweek and The Times, the US publications would quote from them as Lord's words at cocktail parties which would be lapped up .It still happens in spite of Russian and Chinese channels and independent website media .On foreign affairs ,Indian media controlled by corporate houses is abysmal and sickening . Obsessed with celebrities and trivialities, Indian TV channels are sickening in parroting CNN, BBC and western media.

 

As the first ever engineering graduate (BHU) to join the diplomatic service in 1961, aware of my weakness in political science, international relations and history, during my tenure of 35 years, I tried to read as much as possible on these subjects. Since retiring in 1996, perhaps I read twice as much as in my diplomatic career .I spent hours, day in and day out watching lies being sprouted by CNN, BBC etc on Afghanistan, Iraq, Libya and Syria, and now Ukraine, enabling me to accurately predict and tell the truth in my nearly 500 articles and blogs which have been translated into 12 major languages of the world; some of them hosted by many scores of website.

 

Forget about India's so-called English knowing intelligentsia, who made careers and fortunes on their English language command, even diplomats brought up on the milk of benefits of British colonialism and benign US hegemony cajoled by book grants, scholarships, study tour and well paid seminars, remain faithful to western narrative. Most have their children doing well in USA. During my  lectures at India's many universities , cultural centers and other places , after my lectures , say on illegal US invasion of Iraq (2003) and its brutal occupation which has led to deaths of over 1.5 million Iraqis and destruction of that country , quite often couple of Indians would get up and declare that I was anti-American .At one such lecture at IIC, New Delhi ,a very well known economic journalist got up and loudly remonstrated  that I was demonizing America ( soon he was rewarded  with  well paid time at the very conservative US Heritage Foundation).At an Indian university , a faculty member said that US was killing terrorists .When I explained that even CIA and Chatham House and other western studies had shown that US wars had increased terrorists and their areas of operation , he concluded that at least they were killing Muslims .

 

As a fiercely freelance journalist since 1996, when I read magazines and books, and also on independent websites on international history and events, it became quite clear that Western nations across the north Atlantic have given a false narrative of history covering up their cruel ,brutal and barbaric occupation and exploitation of people they had colonized. Even now, shameless utter lies are sold out by US, British and other Western leaders whether it is on Afghanistan, Iraq, Libya, Syria or now Ukraine. Even now the so-called Indian intelligentsia and TV channels reproduce blatant lies by Obama, his ministers, lying British and French leaders, and their media publications, accusing Putin and Russia for the shooting down of the MH 17 flight over Eastern Ukraine. The lies are being repeated day in and day out by shameless Western leaders and their media whores and pressitutes. WITHOUT ANY PROOF. Below is a 2004 article on Iraq war (2003) when BBC gave 98% time to war mongers allied with military-industry complex .US channels were not much better .

 

India was fortunate that PM Modi attended the Brics summit in Brazil and exchanged views with presidents of China, Russia ,Brazil and South Africa and met with leaders of South America , which has been a play ground of Washington , now emerging form US repression and exploitation .Modi, who had visited Russia, China and Japan would not be so easily persuaded by US charm. cajoling, sweet talks and veiled threats .The change was visible in US leaders Kerry 's unsuccessful visit from Washington and West's failure on WTO . 


Let India not forget the massive collateral damage to India by US led western policies in Afghanistan and Pakistan , where US and Saudi money , training and personnel  created Al Qaeda , Taleban and others ,fully supported Pakistan in its successful quest for the nukes policy and a failed state across India's West and beyond .

 

Below is an example of how the prestigious British weekly Economist is covering the shooting down of MH 17. There has not been that much propaganda and lies from Holland, Malaysia and even Australia who formed the majority of the passengers in the ill-fated plane. Washington has still not produced and evidence against Moscow except those like against Saddam Hussain, Milosevich, Assad and others whom the West targets for regime change.

 

After regime changes in Serbia, Georgia, and Ukraine and failed attempts elsewhere in Eurasia, US and British leaders are now hoping for a regime change in Moscow .How absurd!  Putin has support of 80% of Russians , while Obama 's is not even half of that in USA .US and Israel have been polled by US pollsters as the most dangerous countries against world peace .

Russia, MH17 and the West ; A web of lies

·IN 1991, when Soviet Communism collapsed, it seemed as if the Russian people might at last have the chance to become citizens of a normal Western democracy. Vladimir Putin's disastrous contribution to Russia's history has been to set his country on a different path. And yet many around the world, through self-interest or self-deception, have been unwilling to see Mr Putin as he really is.

The shooting down of Malaysia Airlines flight MH17, the killing of 298 innocent people and the desecration of their bodies in the sunflower fields of eastern Ukraine, is above all a tragedy of lives cut short and of those left behind to mourn. But it is also a measure of the harm Mr Putin has done. Under him Russia has again become a place in which truth and falsehood are no longer distinct and facts are put into the service of the government. Mr Putin sets himself up as a patriot, but he is a threat—to international norms, to his neighbors and to the Russians themselves, who are intoxicated by his hysterical brand of anti-Western propaganda.

 

The world needs to face the danger Mr Putin poses. If it does not stand up to him today, worse will follow.

 

Crucifixion and other stories

Mr Putin has blamed the tragedy of MH17 on Ukraine, yet he is the author of its destruction. A high-court's worth of circumstantial evidence points to the conclusion that pro-Russian separatists fired a surface-to-air missile out of their territory at what they probably thought was a Ukrainian military aircraft. Separatist leaders boasted about it on social media and lamented their error in messages intercepted by Ukrainian intelligence and authenticated by America (see article).

 

Russia's president is implicated in their crime twice over. First, it looks as if the missile was supplied by Russia, its crew was trained by Russia, and after the strike the launcher was spirited back to Russia. Second, Mr Putin is implicated in a broader sense because this is his war. The linchpins of the self-styled Donetsk People's Republic are not Ukrainian separatists but Russian citizens who are, or were, members of the intelligence services. Their former colleague, Mr Putin, has paid for the war and armed them with tanks, personnel carriers, artillery—and batteries of surface-to-air missiles. The separatists pulled the trigger, but Mr Putin pulled the strings.

The enormity of the destruction of flight MH17 should have led Mr Putin to draw back from his policy of fomenting war in eastern Ukraine. Yet he has persevered, for two reasons. First, in the society he has done so much to mould, lying is a first response. The disaster immediately drew forth a torrent of contradictory and implausible theories from his officials and their mouthpieces in the Russian media: Mr Putin's own plane was the target; Ukrainian missile-launchers were in the vicinity. And the lies got more complex. The Russian fiction that a Ukrainian fighter jet had fired the missile ran into the problem that the jet could not fly at the altitude of MH17, so Russian hackers then changed a Wikipedia entry to say that the jets could briefly do so. That such clumsily Soviet efforts are easily laughed off does not defeat their purpose, for their aim is not to persuade but to cast enough doubt to make the truth a matter of opinion. In a world of liars, might not the West be lying, too?

 

Second, Mr Putin has become entangled in a web of his own lies, which any homespun moralist could have told him was bound to happen. When his hirelings concocted propaganda about fascists running Kiev and their crucifixion of a three-year-old boy, his approval ratings among Russian voters soared by almost 30 percentage points, to over 80%. Having roused his people with falsehoods, the tsar cannot suddenly wriggle free by telling them that, on consideration, Ukraine's government is not too bad. Nor can he retreat from the idea that the West is a rival bent on Russia's destruction, ready to resort to lies, bribery and violence just as readily as he does. In that way, his lies at home feed his abuses abroad.

 

Stop spinning

In Russia such doublespeak recalls the days of the Soviet Union when Pravda claimed to tell the truth. This mendocracy will end in the same way as that one did: the lies will eventually unravel, especially as it becomes obvious how much money Mr Putin and his friends have stolen from the Russian people, and he will fall. The sad novelty is that the West takes a different attitude this time round. In the old days it was usually prepared to stand up to the Soviet Union, and call out its falsehoods. With Mr Putin it looks the other way.

 

Take Ukraine. The West imposed fairly minor sanctions on Russia after it annexed Crimea, and threatened tougher ones if Mr Putin invaded eastern Ukraine. To all intents and purposes, he did just that: troops paid for by Russia, albeit not in Russian uniforms, control bits of the country. But the West found it convenient to go along with Mr Putin's lie, and the sanctions eventually imposed were too light and too late. Similarly, when he continued to supply the rebels, under cover of a ceasefire that he claimed to have organised, Western leaders vacillated.

 

Since the murders of the passengers of MH17 the responses have been almost as limp. The European Union is threatening far-reaching sanctions—but only if Mr Putin fails to co-operate with the investigation or he fails to stop the flow of arms to the separatists. France has said that it will withhold the delivery of a warship to Mr Putin if necessary, but is proceeding with the first of the two vessels on order. The Germans and Italians claim to want to keep diplomatic avenues open, partly because sanctions would undermine their commercial interests. Britain calls for sanctions, but it is reluctant to harm the City of London's profitable Russian business. America is talking tough but has done nothing new.

 

Enough. The West should face the uncomfortable truth that Mr Putin's Russia is fundamentally antagonistic. Bridge-building and resets will not persuade him to behave as a normal leader. The West should impose tough sanctions now, pursue his corrupt friends and throw him out of every international talking shop that relies on telling the truth. Anything else is appeasement—and an insult to the innocents on MH17.
